Tim is a chartered town planner with eighteen years’ experience in central London, principally for Westminster City Council and four years as a Town Planning manager for HS2. His career to date has provided him with not only an excellent knowledge of planning law, policy and practice, but also the interpersonal skills to secure the delivery of major projects. He has particular expertise in the conditions and design of London’s streets and spaces, and in the delivery of Schedule consents under the HS2 and Crossrail Acts.

Working directly to the Head of Strategic Schemes as a Principal Planning Officer, Tim represented the Council’s interests in relation to major economic development, urban design and rail projects. He led teams to produce Planning Briefs including for Paddington Station, Supplementary Planning Documents including the Covent Garden Action Plan, and the Tree Strategy for the City of Westminster.

Tim has extensive practical experience of the transportation, regeneration, development management and strategic policy sides of the planning system. His time in local government required a commercial awareness to enable him to work in partnership with the private sector and ensure public benefits associated with development. This gave him a profile within key delivery agencies, major landowners and their consultant teams, including the Northbank and Marble Arch BIDs.

Tim brings an in-depth understanding of the working environment and perspectives of local authorities. This enables him to give incisive advice based on thorough analysis of the facts, and an informed view of the terrain ahead.

For the last four years Tim has worked for HS2 alongside the enabling and main works contractors in the Central area to deliver timely Schedule 17 consents.  His role has been to represent the Nominated Undertaker’s interests and obligations, managing town planning, engineering, environmental and other professionals to deliver consentable designs.  He is responsible for maintaining relationships with local planning authorities, giving them oversight of the forthcoming programme, and ensuring their engagement in the pre-application process.
